Sweeping Changes Coming to York Zoning

On  Thursday, October 13th I attended the York County Planning District meeting. The topic of discussion was proposed zoning changes for York County. What I heard astounded me! There was a laundry list of approximately 20 zoning ordinances that will forever change life in York County. These proposed ordinances include drastic changes for residents who now enjoy certain property rights associated with their Rural Residential  zoning.

Imagine a farming and fishing community where traditional activities such as chicken keeping, horseback riding, raising vegetables, selling excess produce or eggs to your neighbors, even docking your work boat will be regulated, restricted or totally banned.

The new three R's of York County zoning will be Restrictions, Regulations and Raising Fees; all of these amount to a government encroachment upon the property rights of York County residents and invisible tax increases in the form of permitting fees which limit the citizen's freedoms and choices. If you live in York County, especially in a Rural Residential district you need to be at the next planning district meeting on Nov 9th and the next  Board of Supervisors meeting on Nov 16th. I will be sending out an  update with specific information soon.

2010 Census Alters Voting Districts

Last year's federal census brought changes to the Delegate Districts in Virginia. My District has changed because of that. Prior to redistricting, I represented 7 precincts in James City County and 10 precincts in York. That has switched. I now have 10 precincts in JCC and 7 in York.

I no longer will be representing the following precincts: Kiln Creek, Harwood's Mill, and half of Edgehill. These are now in the 93rd District where you have an opportunity to support Republican Mike Watson in his challenge to Democrat Robin Abbott. This will be one of the most closely watched races in the state and a must win for Republicans in order to send a message to Washington.
 
The Tabb, Coventry, and Bethel precincts will now be represented by Delegate Gordon Helsel.

While I will miss my old precincts, I welcome my new ones. They include Seaford, Dare and what used to be known as Harris Grove in York. In James City County I have added all of the Powhatan precincts and all of what used to be the Berkley precincts.

Agriculture/Aquaculture zoning planning committee to meet Nov. 3

FOR IMMEDIATE RELEASE

The York County Planning Commission's ad hoc committee established to review proposed Zoning Ordinance text amendments pertaining to agriculture and aquaculture uses will hold a meeting on Thursday, Nov. 3, 2011, at 5 p.m. in the East Room of York Hall, 301 Main Street, Yorktown. 

The proposed Zoning Ordinance text amendments dealing with agriculture and aquaculture can be downloaded from the York County Planning Commission website at www.yorkcounty.gov/planning.

Head Start teacher Michelle Lawrence recognized for 20 yrs of service

In the attached picture, Board of Supervisors' Chairman George Hrichak congratulates Head Start Teacher Michelle Lawrence on her 20 years of service with York County.

Lawrence started working for the county at the Griffin Yeates early learning center in October 1991. In 1992, Lawrence was instrumental in opening the center's satellite location at Tabb Elementary School, and she has subsequently been teaching young children at this site for 19 years.

In her current position of Teacher II, Lawrence prepares children in a holistic manner socially, personally, physically and intellectually. She has helped families understand that they are the most important people in their child's education and helped them to understand that they are the primary stewards of their child's school readiness.

Senior Center Announces November Programs

A variety of educational and entertaining programs are being offered at the Senior Center of York in November.

Participation is open to seniors age 55 or better and their spouses, regardless of age. The center is located in the Washington Square Shopping Center at 5314 George Washington Memorial Highway (Rt. 17), and is open Monday through Friday from 9 a.m. to 4:30 p.m. The center is closed all county holidays. 

Reservations are required for all sessions and are accepted on a first-come, first-serve basis. To register, stop by the center or call 898-3807. For more information, please visit www.yorkcounty.gov/communityservices.

Health Day, "Medicare Check-up" Wednesday, Nov. 2 at 12:45 p.m. Each year Medicare Part D Plans may have cost and coverage changes, so it is important that you review your plan during the open enrollment period that began Oct. 15 and continues through Dec. 7. Lisa Walker with the Virginia Insurance Counseling Assistance Program will give an overview of 2012 changes and answer your questions on Medicare and Medicare Part D. She will also discuss benefit programs you may be eligible for to help pay Medicare deductibles and premiums. The Virginia Insurance Counseling and Assistance Program (VICAP) is a free program that assists consumers with medical benefit issues with Medicare, Medicaid, medical bill paying and long-term care insurance. Scrapbooking & Greeting Cards, Monday, Nov. 14 from 9 a.m. to noon. Join us as Cathy Fowler of Creative Memories shows how to make beautiful cards and assists you with your scrapbook. These cards and your personalized scrapbook create lasting memories and make wonderful gifts for your loved ones. Note: Please limit to four cards. AARP Driver Safety Program, Nov. 14 & Nov. 15. This program is designed for drivers age 50 or better, and will take place on Monday, Nov. 14 from 12:45 – 4:45 p.m. and Tuesday, Nov. 15 from 12:30 – 4:30 p.m. The cost for this two-day program is now $12 for members of AARP and $14 for non-members. Fees should be paid by check and made out to AARP. Class registration may be made in person at the Senior Center, by phone, or by mail. Note: AARP membership, which cannot be processed the day of a class, is not required for class registration. There is no "behind the wheel" driving performed in this program. Drivers age 55 or better must attend both classes to receive the state mandated three-year automobile insurance reduction. Many insurance companies are giving insurance reductions to drivers age 50+ with the same attendance requirements. Those less than age 55 should check with their insurance company to see if they are entitled to the three-year insurance reduction. Class enrollment is limited to 25.

Culture Day, "The Werowocomoco Site : An Archaeological Perspective," Wednesday, Nov. 16 at 1 p.m.  Archaeologists and Co-Directors of the Fairfield Foundation, David Brown and Thane Harpole, will discuss the significance of Werowocomoco, the Powhatan political center at the time of Jamestown's settlement. Mr. Brown and Mr. Harpole will also talk about such topics as: everyday native life at the village throughout its history; reconstructing the lost landscape; the life of Pocahontas at the village; and the importance of the site to Virginia's descendant Indian communities. Refreshments will be provided. Please register by Nov. 15.  
     
Senior Center's 20th Anniversary Open House Celebration, Friday, Nov. 18 at 1 p.m. You are cordially invited to come celebrate and commemorate 20 years with us! There will be a brief program with a musical selection from the Center's Idlers 4, and exhibits created by Senior Center patrons on display. Light refreshments will be served after the program. 2011 Senior Center Art Exhibit at the Gallery at York Hall, Nov. 22 through Dec. 12. Senior Center crafters are invited to display their creations during this exhibit. The Gallery at York Hall is located on Main Street in Yorktown. 

November/December Trips. The Senior Center of York is partnering with the Historic Triangle Senior Center in Williamsburg to take some interesting trips together. Space is limited. Upcoming trips are Tuesday, Nov. 29 to "Patrick Henry Mall and Lunch," and "Last Minute Christmas Shopping" at Short Pump Town Center in Richmond, Tuesday, Dec. 13.  For more details and fees, please call the center at 898-3807 or drop by the front desk.

Computer General Use. The computers are available for general use Monday through Friday from 9:30 a.m. to 3:30 p.m. unless the lab is reserved for programmed activities. Currently, classes are held on Tuesdays in the lab. To use the computers you must sign in at the Senior Center front desk. 

Upcoming Closings. The Senior Center of York will be CLOSED on Nov. 11, 24, and 25.
The Dining Club will be CLOSED Nov. 11 and Nov. 23.

Make Colorful Holiday Jewelry, Monday, Dec. 5 from 9 a.m. to noon. Facilitator Gail Eldred will give instructions on making a red, green, or purple 30-inch glass-beaded necklace with colorful threads. Create one for yourself or a loved one just in time for the holidays. A sample picture will be at the front desk. The fee is $15. Space is limited. Breakfast, Tree-Trimming, and Singing, Thursday, Dec. 8. Come enjoy a Hardee's biscuit at 9:30 a.m. followed by tree decorating along with a lively and festive concert by Seaford Elementary School Choir at 10:30 a.m. Please register by Dec. 7.

October 17 is Last Day to Register for November 8 Election

FOR IMMEDIATE RELEASE
 
The last day to register to vote in the November 8 election is Monday, October 17. On Election Day, York County voters will elect their State Senator; Delegate; Sheriff; Commonwealth's Attorney; Treasurer; Commissioner of Revenue; and members of the Soil and Water Board, the Board of Supervisors, and School Board. The polls will be open from 6 a.m.-7 p.m. A list of candidates is available on the York County Registrar's website -  www.yorkcounty.gov/voting. Sample ballots are also available.
 
The Constitution of Virginia requires that you be registered in the precinct in which you live in order to be qualified to vote. Qualified residents who will be 18 years old on or before November 8 may register to vote in this election.
Registered voters who need to change their address may do so by completing, signing, and submitting a voter registration application or their voter card. The deadline to change registration information also is Monday, October 17. If a registered voter's address has changed, the voter should update his/her address to ensure he/she remains qualified to vote.
 
Any qualified resident of Virginia may apply to register to vote or to update their registration information at the places and times listed below: 
1.      Voter Registrar's Office, 224 Ballard St., County Admin. Center, Yorktown, Monday-Friday, 8:30 a.m. to 5 p.m.
2.      York County Library (Tabb Branch), 100 Long Green Blvd., Tabb; York County Library (Yorktown Branch), 8500 George Washington Memorial Hwy, Yorktown (registration is available during library hours; October 17 library hours are 10 a.m. to 9 p.m.)
3.      Griffin-Yeates Center, 1490 Government Rd., Williamsburg, Monday-Friday, 8:15 a.m. to 5 p.m.
 
Applications and updated information may also be mailed to the Registrar's Office, P.O. Box 451, Yorktown, VA 23690.
If residents complete a registration application provided by a voter registration drive, they should contact the Registrar's Office to ensure that their application is received by the Registrar's Office in time.
 
The Registrar's website contains registration applications, polling place locations, district information, absentee ballot information, and contact information.
 
Absentee Voting
Absentee voting is available for those who will be out of their precinct on November 8, those who are unable to go to their polling place because of an illness or disability, and those who otherwise qualify to vote an absentee ballot. The deadline to apply to vote absentee by mail is 5 p.m. on Tuesday, November 1. The deadline to apply to vote absentee in person is 5 p.m. on Saturday, November 5. In order to accommodate those who wish to vote absentee in person, the Registrar's Office will be open October 29 and November 5 (both are Saturdays) from 9 a.m. to 5 p.m.
 
Any voter age 65 or older or physically disabled may request a ballot from an officer of election outside the polling place but within 150 feet of the entrance to the polling place. On November 8, 2011, persons who fit these qualifications and who wish to vote outside the polling place can call the Registrar's Office at 890-3440 and we will alert the polling place that a voter who wishes to vote outside the polling place will be arriving.
 
Unofficial statewide election results – including York County election results – will be available on the State Board of Elections Web site at www.sbe.virginia.gov as they are reported after the polls close November 8, 2011.

New Quarter Park Reopening

York County's New Quarter Park was closed following the landfall of Hurricane Irene due to safety concerns that occurred as a result of the storm. Those safety issues now have been resolved and the park is once again open to the public. Current hours of operation are seven days a week, from 8 a.m. to dusk. These hours remain in effect for the remainder of October. Winter hours begin November 1, when the park switches to a weekends only schedule of Fridays from 10 a.m. to dusk, and Saturdays and Sundays from 8 a.m. to dusk.
 
New Quarter Park is located at 1000 Lakeshead Drive in the upper county. For more information, call 890-3500.

Activities Available at New Quarter Park

New Quarter Park is open from 8 a.m. to dusk, seven days a week through the end of October. Winter hours begin November 1 when the park will be open Fridays from 10 a.m. to dusk, and Saturday and Sunday from 8 a.m. to dusk.  Take advantage of these activities coming up at the park.
 
The last Moonlight and Music jam of the year will be held on Thursday, October 20 from 6:30 to 8:30 p.m. The acoustic jam is held every third Thursday from April to October in the shelter area nearest the parking lot and park office. Bring your guitar, fiddle, accordion, hammer dulcimer or other acoustic instrument to the park and play along in a round-robin session with local instrumentalist and vocalist Joe Duggan. Listeners are welcome to park their lawn chairs under the trees and sing along. To celebrate the return of cooler temperatures, s'more fixings will be available for those who want to complete the outdoors experience with this favorite fireside treat.
 
Also in October, come to New Quarter Park for Eastern Virginia Mountainbike Association-led night rides on Tuesdays, beginning October 18.  Meet at the front gate at 6 p.m. Lights are required.
 
The Williamsburg Bird Club-led Bird Walks will begin again on Saturday, October 22. Meet at 7 a.m. in the parking lot. The Williamsburg Bird Club leads walks at New Quarter Park on every second (8 to 10 a.m.) and fourth (7a.m. to 9 a.m.) Saturday year-round.
On Saturday, October 29, bring your dog to the park and "Bark for Life" with the American Cancer Society from 9 a.m. to noon.
Looking ahead, New Quarter remembers its roots on Saturday, November 3, from 10 a.m. to  noon when African-American historian Robert Watson leads a Walk and Talk: Remembering the Forgotten. Watson will remember the slaves who toiled on the land when New Quarter was an outlying farm attached to Carter's Grove plantation. The program will be held on a bluff where archeologists have uncovered a pre-1750 structure that was probably part of the farm overseer's house.
 
The 14th Annual Fall Colors Professional Disc Golfers Association tournament will be held at New Quarter on Sunday, November 13. The sanctioned event hosts professionals and advanced amateur players.
 
On December 3, the park will hold a Make and Take in place of the regular first Saturday of the month Walk and Talk from 10 a.m. to noon. Learn how a professional florist makes holiday arrangements from natural and native plant materials and then make one to take home. Bring your own container.
 
Also on December 3, the NASA/Langley Exchange Skywatchers will set up their scopes at New Quarter. The public is invited to see the moon, Uranus, Jupiter, and other celestial features from 6 to 8 p.m. Early birds can come to the park to talk to the astronomers as they set up their scopes at 5:30.
 
New Quarter Park is located at 1000 Lakeshead Drive, near the Queen's Lake neighborhood. From the Colonial Parkway, exit at Queen's Lake, turn right, and look for Lakeshead Drive. Follow Lakeshead for 2 miles to the park. From I-64, exit at Rt. 199 toward Jamestown. Take the first exit off of Rt. 199 on Rt. 143-West. Turn right at the first traffic light, Penniman Road. Turn left on Hubbard Lane and look for Lakeshead Drive on the right just after the Colonial Parkway overpass. Follow Lakeshead to the park.
